The 7th Amendment and Article III of the U.S. Constitution were motivated in large part by colonists being brought before British judges, rather than juries of their peers. The recent U.S. Supreme Court decision in SEC v. Jarkesy https://www.supremecourt.gov/opinions/23pdf/22-859_1924.pdf
held that the same concerns apply to "legal claims" being decided by certain government agencies. Exactly how far the recent decision extends will be played out in the coming months and years.
